Investing in California
What's different about investing in California
California is the most populous state, with 39,431,263 residents in 2024, and it added 232,570 people from 2023 to 2024 (U.S. Census Bureau, Vintage 2024). For investors in Los Angeles, San Diego, the Bay Area, Sacramento and the Inland Empire, high property values mean larger loan amounts, tighter rental ratios and rent rules that belong in your underwriting from day one. LOANKWEST is a loan broker, not a lender. We match California deals with the lenders in our network whose guidelines fit them.
Statewide rent caps affect DSCR projections. Under the Tenant Protection Act (AB 1482, Civil Code § 1947.12), covered units can't have rent increased more than "5 percent plus the percentage change in the cost of living, or 10 percent, whichever is lower" over any 12-month period. The law runs until January 1, 2030, and many cities have stricter local ordinances (California Attorney General). Some properties are exempt, so check yours. For a DSCR loan, this means you shouldn't plan on raising rent quickly to rescue a tight ratio. Size the loan on today's rent.
High values mean ratios are often tight. When rent ÷ PITIA comes in under 1.00, a standard DSCR program won't fit. California investors often use Non-DSCR (no minimum DSCR) or No Minimum FICO DSCR (equity-based, up to 55% LTV) loans, or put more down. Check your ratio in the DSCR calculator.
Equity-rich owners can borrow without refinancing. Many long-time California owners hold low-rate first mortgages they don't want to lose. A business-purpose investor HELOC (up to $400K in 5 business days, keep your 1st mortgage) can fund a down payment or rehab without a cash-out refinance. Check the HELOC page for current state availability, since that program is offered in fewer states than the others.
Foreclosures are usually nonjudicial trustee sales. California deeds of trust are typically foreclosed by trustee's sale under Civil Code § 2924 and following sections. If you hold a maturing bridge or hard money loan, bring in an advisor early to discuss refinance or bail out options.
Top California markets for investors
- Los Angeles Value-add, ADUs and small multifamily; rent control and the city's high-value transfer tax (Measure ULA) affect exit math.
- San Diego Strong rental demand and ADU activity; higher entry prices.
- Sacramento More affordable; popular for single-family rentals and flips.
- San Jose Very high values; renovation and redevelopment plays.
- Riverside Inland Empire growth market for rentals and new construction.
Typical California deals we place
California foreclosure, rent-rule and closing-cost basics
- Foreclosure process
- Mostly non-judicial (trustee's sale) Deeds of trust are usually foreclosed by trustee's sale after a recorded notice of default and a notice of sale (Cal. Civ. Code §§ 2924, 2924f).
- Foreclosure timeline
- Statutory minimums At least three months must pass after the notice of default is recorded before notice of sale is given, and the sale can be no earlier than three months and 20 days after that recording (Cal. Civ. Code § 2924). Actual timing varies.
- Rent rules & evictions
- Statewide rent cap and just-cause rules. The Tenant Protection Act caps annual rent increases (Cal. Civ. Code § 1947.12) and requires just cause for many evictions (§ 1946.2). Some cities, including Los Angeles, have their own rent stabilization ordinances.
- Taxes & closing costs
- Proposition 13 limits the general property tax to 1% of full cash value, which is reset on purchase, plus voter-approved debt (Cal. Const. art. XIII A). Counties may impose a documentary transfer tax (Rev. & Tax. Code § 11911) and some cities add their own; the City of Los Angeles adds the Measure ULA tax on high-value transfers.

FAQ
California investor loan questions
Does AB 1482 affect my DSCR loan?
It doesn't change how DSCR is calculated, but it limits how fast rent on covered units can rise. Size the loan on current rent rather than a planned increase.
My California rental's DSCR is below 1.0. What are my options?
More down payment, a no-ratio Non-DSCR loan, or an equity-based No Minimum FICO DSCR loan.
Does LOANKWEST lend in California?
LOANKWEST is a broker, not a lender. California loans are arranged through lenders in our network, and terms and availability vary by lender.
